Drunk driver kills couple. Joseph Semple, 4 times the legal limit, had been arrested 4 times last year for DUI. Because he hadn't gone to trial, he was still able to drive.
"We have no laws to address hardcore drunk drivers."

Thanks so much for sharing this. I have been doing some research on DUI in Pennsylvania and how it differs from other states. I am researching on the other states as well.
